Jordan Collier is a fictional character on the TV series The 4400 played by Billy Campbell. Jordan was born March 12, 1963, in New York. Before his abduction on April 10, 2002, Jordan was a successful businessman and hotelier. He was returned on July 11, 2004 to Highland Beach near Seattle Washington along with the other 4,400.
History
Once out of quarantine, Jordan immediately set about rebuilding his business empire with a focus on the 4,400. He believed he'd been returned for a purpose, a second chance to do something special with his life besides make money. He took on a leadership position and became the most prominent member of the 4,400.
Jordan built a private compound, Arcadia Estates, which provided housing for the 4,400. He instinctively understood that there would be a division between the 4,400 and other people. When a list of the 4,400 names was revealed to the press, several 4,400 were attacked. Richard Tyler and his pregnant girlfriend Lily Moore moved into the estate for their safety where they were overwhelmed by Jordan's kindness and eventually his disturbing interest in their unborn child.
Jordan gained access to Lily's pre-natal tests and discovered Richard was the baby's father, a fact neither Lily nor Richard had been aware of. Jordan developed an unhealthy interest in their child and Richard came to believe Jordan intended to kidnap the baby. As they attempted to escape his control, Jordan tried to stop them and placed his hand on Lily's stomach. That brief contact with the Lily's unborn child caused him extreme paralyzing pain and he was forced to let them go. Jordan later told Shawn that the attack helped him see and change his bad intentions toward the 4,400.
Season 2
Shawn Farrell, another 4,400 with the power to heal, came to Jordan for shelter when he was tossed out of his house. Jordan took Shawn under his wing and the two developed a father/son relationship. Jordan groomed Shawn for a leadership role at the center and made use of his healing abilities. Jordan required Shawn's healing abilities for some time after the incident with Lily.
Jordan opened The 4400 Center as a refuge for 4,400 and as a place where regular people could learn to access their inner 4,400 ability. Collier also wrote and published a book called "4400 and Counting." Jordan discovered from classified NTAC documents that the 4,400 were brought to the future and returned to prevent a catastrophe in the future. He revealed these secrets in his book.
Jordan enlisted Shawn's help in healing benefactors of The 4400 Center. Despite Shawn's objections, he showed preferential treatment to wealthy celebrities who ccould increase the center's profile. Shawn also discovered Jordan was sleeping with one of his employees and one of his celebrity endorsers.
When Lily Tyler was arrested, Jordan got her out of Jail and she returned to The 4,400 Center with Richard and their daughter Isabelle. Jordan claimed he had reformed and as proof, he formed a bond with baby Isabelle. When young clairvoyant Maia Skouris had a vision of Jordan's death, Jordan confronted her and Maia insisted he was going to die. Jordan turned to Isabelle for confirmation and Isabelle showed him a different future where he lived and grew old happily. Jordan, secure in the news of his survival, attended a major event at The 4,400 Center and he was assassinated by an unidentified sniper.
Shawn was devastated at Jordan's death. Before the funeral, Jordan's body mysteriously disappeared. While everyone believed him dead, a disheveled Jordan reappeared at Highland Beach.
Season 3
Jordan's next appearance was at Shawn's wedding to Isabelle Tyler. Before the ceremony began, he arrived and called out to Shawn. Shawn was shocked to see Jordan who, unable to remember, asked if he was Jordan Collier. Before anyone could stop him Jordan ran off.
Shawn and NTAC began to search for Jordan. Among the homeless people, in derelict areas of the city, they found drawings of Jordan on the wall. The people believe he is a messiah of sorts known to them as "The Preacher", come from the future with warnings of future calamities to befall the human race. Several similar images were found in other cities across the country.
Jordan was eventually found when he visited Kyle Baldwin in prison looking for answers. Kyle demanded that Jordan tell everyone that he didn't kill him. Jordan was arrested and brought to NTAC. At the request of NTAC, Alana Mareva returned and helped him remember his life by using her abilities. Jordan regained knowledge of himself and Alana revealed to Tom that she'd seen terrible images of the future in his mind. With the help of Tom, Shawn and Richard secured Jordan's release by letting the press know he had returned. On his release from NTAC he was greeted by a large crowd, who believed him to be a messiah.
Jordan was determined to have Kyle released from prison for his murder and used his influence to ensure it, winning Tom's gratitude. He returned to The 4400 Center to find Isabelle all grown up and feeling guilty for what she'd done as a baby. Though he forgave her for her deception, he advised her to leave the center, explaining that she is not and never could be a good person and that she is an enemy of the 4,400.
Jordan granted a press conference where he explained that he had been to the future. It was a bleak and desolate place where the select lived in a walled city while the rest of the world suffered. Jordan professed that the future could be changed but only if 4,400 and non-4,400s band together in the upcoming war against evil.
In his belief that "the war for the future will be fought in the past", Jordan arranged for the escape of the remaining members of the NOVA Group from NTAC. Collier explained to Shawn and Richard that he planned to attack Haspel Corp and destroy Ryland's army of soldiers. Shawn was convinced this was the wrong direction and informed NTAC about Jordan's plan.
Jordan later told Shawn that the story was a mere test of his loyalty, one that he failed. The truth was, however, that his plan of attack was a mere distraction. With the help of the released members of the NOVA Group, Collier successfully infiltrated Haspel Corp and stole their entire store of promicin. Despite discovering the serum had a fifty percent death rate, he distributed it to all who wanted it, knowing many would take the risk.
Character
Jordan has great power and influence. He is a charismatic leader with great ambitions and a flexible sense of ethics and morality. Pigeon holing Jordan as specifically good or bad is difficult. While it appears he has the best interests of the 4,400 at heart, his undeniable lust for power and control is off putting and potentially dangerous to the 4,400 and everyone connected to him particularly because Jordan believes deeply that his way is right and is usually able to convince others of the same.
Jordan has a tendency to think people can be easily pacified by money and gifts. As a result he tends to disregard other's genuine concerns about ethics and morality in favor of furthering his own ends. He easily pacifies their concerns with his charismatic speeches and as a result he has garnered a huge following of people who genuinely believe he can steer the world in the right direction.
In the series' fourth season, it was revealed Jordan has the ability to take away the abilities of those who have taken promicin to develop an ability. He first used the ability in "Wrath of Graham" against Graham Holt whose ability to induce others to worship him.
